About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky State Police Supply Section in Elliott County, issued Request for Bid (RFB) 758 2300000021 for the procurement of 70 units of Steiner Military Marine 10x50 binoculars (Model #2035) or approved equal. The binoculars must meet specific technical requirements including 10x magnification with Porro prism, 50mm objective lens diameter, 5.75-degree angle of view, 301.8 feet field of view at 1,000 yards, 16mm eye relief, minimum focus distance of 66 feet, waterproof construction, weight of approximately 35.3 ounces, and dimensions of approximately 5" x 8.1" x 12", with each unit including a carry case and manufacturer's warranty. Bidders proposing alternate brands or specifications must submit descriptive literature with their bids to verify equivalency; failure to provide sufficient documentation may result in rejection as non-responsive. The RFB was released on July 14, 2022, with written vendor questions due by July 21, 2022, at 10:00 a.m. ET and bid closing on July 28, 2022, at 1:30 p.m. ET. Bids must be submitted electronically through the Kentucky eProcurement system with vendor registration required 24-48 hours prior to submission. Evaluation criteria allocate 90 points to pricing (with the lowest bidder receiving maximum points) and 10 points to delivery time (with the bidder offering the lowest number of working days receiving maximum points), and all pricing must remain valid for a minimum of 60 calendar days after the bid due date on an F.O.B. Destination Freight Prepaid and Allowed basis exclusive of federal excise and Kentucky sales taxes.
The Commonwealth offers reciprocal preference to Kentucky resident bidders against nonresident bidders from states offering similar preferences. Qualified bidders including Kentucky Correctional Industries receive a 20 percent preference, while Kentucky Industries for the Blind and qualified nonprofit agencies employing individuals with severe disabilities each receive 15 percent preference. All bidders must submit a notarized Annual Affidavit for Bidders, Offerors and Contractors affirming compliance with Kentucky campaign finance laws, tax obligations, sales tax registration, and other statutory requirements, with resident bidders required to demonstrate corporate income tax filing, unemployment insurance contributions, and workers' compensation policy maintenance for the year prior to contract advertisement. Bidders must also submit Revenue Form 10A100 (Kentucky Tax Registration Application) and, for foreign entities, certificate of authority documentation prior to award. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding and may deem vendors with poor performance in the preceding 12 months as non-responsible for award. The resulting contract will be an indefinite quantity agreement with no specified initial contract period or renewal options, and the Commonwealth may cancel the contract with 30 days' written notice. A one percent daily deduction from invoices applies for each day delivery is late.
