About this opportunity

The Massachusetts Military Division is seeking a contractor to perform vegetation transect surveys at 28 specified points across the Camp Edwards northern training area in Barnstable County. The selected vendor will be required to conduct the surveys between May 1 and September 30, 2023, enter the data into an existing Microsoft Access database, and perform quality control on the data. The contract period is for one year with an option to renew for up to four additional one-year terms. No bid conference or site visit is required. Bids must be submitted electronically through COMMBUYS by June 14, 2023, with an award decision to follow shortly after.

The Request for Quote (RFQ) states that preference will be given to Massachusetts-based small businesses registered in the Commonwealth's Small Business Purchasing Program (SBPP) that meet the best value criteria. To be eligible, SBPP participants must have their principal place of business in Massachusetts, have been in business for at least a year, employ 50 or fewer full-time equivalent employees, and have gross revenues of $15 million or less based on a three-year average. Non-profit organizations must also be registered and tax-exempt under Section 501(c) of the Internal Revenue Code. The procurement is a Limited User Contract, which means it is restricted for use by the issuing entity only. The budget or potential award value for this contract is not specified.
