About this opportunity

The City of Santa Fe is issuing a Request for Information (RFI-FY27-RFI-004) to solicit industry feedback on Phase One horizontal infrastructure improvements at the Midtown Redevelopment Site, with responses due October 9, 2026 at 5:00 p.m. This is non-binding market research to inform a future competitive RFP; RFI responses do not create contracts, establish pricing, set procurement timelines, guarantee eligibility, or confer preference in subsequent solicitations.

The anticipated scope encompasses public right-of-way infrastructure, underground utilities (water, wastewater, electric, fiber optic, natural gas), stormwater management including green infrastructure and Silva Cell systems, roadways, sidewalks, bicycle facilities, parking, pedestrian amenities, landscaping, and irrigation systems. The site, formerly Santa Fe University of Art and Design and College of Santa Fe, is planned as high-density mixed-use development (commercial and residential) consistent with the adopted Midtown Master Plan. The City has prepared approximately 90 percent design documents, which remain under review by infrastructure design, City staff, and utility partners and may be revised before formal solicitation.

The City will host an Industry Outreach Event on September 17, 2026, from 10:00 a.m. to 11:30 a.m. at 1600 St. Michael's Drive, Midtown Southwest Annex, Santa Fe, New Mexico. Attendance is not mandatory but strongly encouraged. Presentation materials, questions, and responses will be documented and incorporated into the procurement library for reference during future solicitation.

Vendors must submit responses via the OpenGov Procurement portal. The RFI explicitly does not include cost information; responses should address constructability, scheduling, risks, utility coordination, and innovative approaches. The City reserves the right to use all or any part of response information to develop specifications, scopes, performance requirements, schedules, or procurement strategies for future solicitations without obligation to responding vendors.

No cost information shall be included. This RFI is for the sole purpose of acquiring information.

The City of Santa Fe is issuing this Request for Information (RFI) to obtain industry input regarding the procurement, construction, and delivery of Phase One horizontal infrastructure improvements within the Midtown Redevelopment Site.
