About this file

This is a Request for Information (RFI) addendum issued by the City of Santa Fe, New Mexico for Phase One horizontal infrastructure improvements at the Midtown Redevelopment Site. The RFI (FY27-RFI-004) was released on August 31, 2026, with a response deadline of October 9, 2026, at 5:00 pm. The City will host an Industry Outreach Event at the Midtown Redevelopment Site on September 17, 2026, with attendance strongly encouraged but not mandatory. The anticipated scope includes construction of public right-of-way infrastructure, installation of underground utilities (water, wastewater, electric, fiber optic, natural gas), stormwater management infrastructure including green stormwater infrastructure and Silva Cell systems, construction of roadways, sidewalks, bicycle facilities, parking, and pedestrian amenities, installation of landscaping and irrigation systems, and comprehensive coordination with City departments, utility providers, developers, and regulatory agencies. The City has prepared approximately 90 percent design documents, which remain under review and may be revised before future formal solicitation. This RFI is non-binding market research intended to gather vendor feedback on constructability, scheduling, risks, utility coordination, innovative approaches, and procurement strategy.

Responses to this RFI are informational only and do not create contracts, purchase orders, or procurement obligations. The RFI does not include pricing or cost information and treats any budgetary data as planning information rather than binding quotes. By responding, vendors express interest in contemplated project activities and demonstrate intention to respond to future formal solicitations; however, RFI responses do not guarantee eligibility, shortlisting, or preference in subsequent competitive procurements. The City reserves the right to use all or any part of information from responses to develop, refine, or justify specifications, scopes of work, performance requirements, schedules, or procurement strategies for future solicitations without obligation to responding vendors or conferring preference or exclusive rights. Vendors must create a free account on the OpenGov Procurement portal to submit responses and should identify any confidential or proprietary information in accordance with the New Mexico Inspection of Public Records Act, though the City cannot guarantee exemption from public disclosure.

Introduction

What is a RFI?

A Request for Information (RFI) for the City of Santa Fe is a non-binding market research tool used by the City to gather information from vendors about available goods, services, or solutions before selecting and issuing a formal, code-compliant procurement such as an Invitation to Bid (ITB) or Request for Proposals (RFP).

City of Santa Fe RFI – Purpose

• The City uses RFIs to understand market availability, vendor capabilities, and potential technical or operational approaches so that any later solicitation can be more accurately scoped and structured.

• An RFI issued by the City does not create a contract, purchase order, or obligation to procure and does not, by itself, constitute a method of award under the New Mexico Procurement Code.

Nature of responses

• Responses to a City RFI are informational only; they are not offers and may not be accepted by the City to form a contract.

• Pricing or budgetary information, if requested, is treated as planning data and not as a binding quote, bid, or proposal.

Vendor interest in future procurements

• By responding to a City RFI, firms, offerors, or bidders can identify themselves as interested in the contemplated project and demonstrate an intention to respond to any future formal solicitation for the same or similar scope.

• Submitting an RFI response does not guarantee eligibility, shortlisting, or preference in any subsequent competitive procurement; all future solicitations will be conducted in accordance with the New Mexico

Procurement Code and applicable City policies.

Use of responses by the City

• The City of Santa Fe reserves the right to use all or any part of the information contained in responses to this RFI to develop, refine, or justify specifications, scopes of work, performance requirements, schedules, or procurement strategies for any future solicitation or project related to the subject matter of the RFI.

• By submitting a response, vendors acknowledge that the City may incorporate concepts, approaches, or other non-confidential content from any response into future solicitations or internal planning documents without obligation to the responding vendor and without conferring any preference, exclusive right, or entitlement to award.

Summary

The City of Santa Fe is issuing this Request for Information (RFI) to solicit industry feedback in advance of a future competitive Request for Proposals (RFP) for Phase One horizontal infrastructure improvements at the

Midtown Redevelopment Site, formerly the Santa Fe University of Art and Design and the College of Santa Fe.

The Midtown Redevelopment Site is planned as a high-density, mixed-use development that will support commercial and residential uses consistent with the adopted Midtown Master Plan. The City is seeking industry input to help refine the project scope, procurement strategy, and contract requirements prior to issuing a formal solicitation.

A procurement library containing approximately 90 percent design drawings is provided for informational purposes. The drawings remain under review by the infrastructure design team, City staff, and utility partners and may be revised before a future solicitation is issued.

The City will host an Industry Outreach Event at the Midtown Redevelopment Site on September 17th, 2026.

Attendance is not mandatory but is strongly encouraged. The presentation materials, questions received, and responses provided during the event will be documented and incorporated into the procurement library for reference during the future solicitation process. No cost information shall be included. This RFI is for the sole purpose of acquiring information.

The City of Santa Fe is issuing this Request for Information (RFI) to obtain industry input regarding the procurement, construction, and delivery of Phase One horizontal infrastructure improvements within the

Midtown Redevelopment Site. Information received through this RFI will assist the City in refining project requirements, procurement strategies, risk allocation, construction phasing, and contract provisions for a future competitive solicitation. Responses will be used solely for planning and market research purposes and will not be evaluated as proposals or offers.

The Midtown Redevelopment Site represents one of the City's most significant redevelopment initiatives and is intended to create a vibrant, mixed-use district that supports residential, commercial, civic, and public spaces.

The associated infrastructure program has been designed to promote multimodal mobility, environmental sustainability, and long-term resiliency through integrated utility systems, green stormwater infrastructure, complete streets, and enhanced public amenities.

Background

The Metropolitan Redevelopment Agency is moving forward with the implementation of the right of way

(ROW) infrastructure adopted in the Midtown Master Plan (2022) unanimously adopted by Governing Body.

The Midtown Redevelopment site is located in the geographic center of Santa Fe and the horizontal infrastructure entails the implementation and installation of right of way infrastructure including roadways, utilities, sidewalks, innovative green stormwater infrastructure (GSI), landscaping and affiliated irrigation. This infrastructure and utility package was designed by Wilson & Company consultants in collaboration with the

City of Santa Fe Public Works Department, Parks and Recreation Division, the Metropolitan Redevelopment

Agency, and proposed developers.

Project Objectives

The City seeks industry input to validate the current project approach and identify opportunities to:

• Improve constructability and sequencing.

• Optimize project delivery and procurement strategies.

• Reduce schedule and cost risks.

• Enhance utility coordination and stakeholder communication.

• Increase sustainability and long-term infrastructure performance.

• Incorporate innovative construction practices and technologies.

• Identify market conditions that may affect competition and project delivery.

Instructions

The City of Santa Fe, NM is accepting electronic RFI responses. Vendors shall create a FREE account with

OpenGov Procurement by signing up at https://procurement.opengov.com/signup. Review the document(s), and address all items in the Vendor Questionnaire.

The City appreciates the time and expertise provided by respondents. Information gathered through this RFI will play an important role in shaping the future procurement strategy and successful implementation of the

Midtown Redevelopment infrastructure program. The City encourages candid feedback regarding project risks, opportunities, market conditions, and procurement approaches.
