Respondents must possess all required trade licenses for both prime contractors and subcontractors, demonstrate financial capacity and bonding eligibility, and provide comprehensive qualifications documentation including personnel information, equipment lists, and background questionnaires for individuals requiring facility access. The pre-proposal conference and site visit are scheduled for June 4, 2026, at 10:00 a.m. CT; vendor questions are due by June 11, 2026, at 3:00 p.m. CT with amendments issued by June 18, 2026, at 5:00 p.m. CT; and proposals are due July 2, 2026, at 3:00 p.m. CT through the TDCJ Euna Procurement Portal (Bonfire). The contract performance period is 240 calendar days from Notice to Proceed, with mobilization required within 30 days and work commencement within 45 days, and liquidated damages of $470.00 per day apply for failure to meet schedule requirements.
This solicitation includes a Historically Underutilized Business (HUB) Subcontracting Plan requirement with a 3.00 percent HUB goal across applicable contract categories; all respondents, including certified HUBs, must submit an HSP demonstrating good faith efforts through either Method A (subcontracting to only Texas certified HUBs or meeting the HUB percentage goal) or Method B (notifying at least three HUB vendors and two trade organizations with seven working days for responses). Contractors and all employees must comply with stringent security requirements, including criminal background checks, Standards of Conduct for Civilian Construction Contractors' Employees prohibiting firearms and controlled substances, and specialized tool control protocols for Class "A" tools. Performance and Payment Bonds in the amount of the contract price are required within 14 days of award; prevailing wage rates apply under Texas Government Code Chapter 2258 with assessment penalties of $60 per worker per day for violations, with union rates for work within five feet of building lines (Electricians at $28.44 per hour, Boilermakers at $33.17 per hour) and lower rates for work outside the perimeter. The estimated lump sum budget for this project is $13,542,720.00, with costs separated into materials incorporated into realty, labor, and overhead and profit, and the state qualifies for exemption from sales and use taxes on tangible personal property incorporated into the realty.
