About this opportunity

The Town of Middletown, Rhode Island is seeking a qualified materials testing and special inspection services firm for the Middletown Middle High School and Middletown Elementary School Complex project. The procurement is a Request for Proposal (RFP) covering comprehensive testing and inspection services across multiple construction domains, including soils and earthwork, concrete, masonry, structural steel, fireproofing, and exterior envelope testing. Respondents must be approved under the State of Rhode Island's continuous recruitment program for Construction Testing Services (MPA 507) and are required to submit detailed proposals demonstrating firm experience, proposed personnel, project approach, and fee structure. The proposal is due on April 25, 2025 at 2:00 PM, with a planned firm selection anticipated for May 5, 2025. The construction phase is scheduled from May 19, 2025 to May 28, 2027, with project occupancy planned for May 31, 2027 to August 27, 2027. Proposers must provide hourly rates, a total lump sum fee for special inspections services, and demonstrate compliance with various technical standards and building codes.

The contract covers two school construction projects: a new middle-high school for 1,086 students (approximately 211,000 square feet) and a renovation of the existing Middletown High School for elementary grades 2-5 and administrative offices (130,000 square feet). While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned, respondents must meet state-level certification for Construction Testing Services. The total construction budget is approximately $146,000,000, which includes pre-construction services, construction management fees, general conditions, and project contingency. The successful vendor will work collaboratively with the Architect, General Contractor, Owner's Representative, and Owner, conducting all special inspection and construction material testing tasks transparently and in compliance with federal, state, and local statutes, regulations, and ordinances. Proposers will be evaluated on their technical expertise, proposed personnel qualifications, project understanding, and fee structure, with the ultimate goal of ensuring high-quality construction and compliance with building standards for these educational facilities.
