About this opportunity

The State of Illinois Department of Children and Family Services (DCFS) issued Invitation for Bid (IFB) PO26-558 for a one-time purchase of 15 seven-passenger vans to transport youth in care and support staff conducting home visits, attending meetings, and monitoring providers. The vehicles must be new, unused, current manufacturer models in production at the time of order, or alternatively, previous model years from 2020-2025 with full manufacturer warranties, and must comply with Federal Motor Vehicle Safety Standards and federal and state environmental regulations. Pre-delivery vendor services must include interior and exterior cleaning, engine tuning, accessory and system testing, battery charging, tire inflation, lubrication, and fluid reservoir filling. All vehicles must be delivered by July 31, 2026, to the Central Management Services Division of Vehicles in Springfield, Illinois, Monday through Friday between 8:30 a.m. and 2:00 p.m. Central Time, with at least two business days' advance notice required on an F.O.B. Destination basis. Bidders must submit all required documentation electronically through BidBuy by the April 17, 2026 deadline, including the Vendor Disclosure or IPG Active Registered Vendor Disclosure form, the Offer to the State of Illinois form, and pricing submissions in the Quote Items Tab, with bids remaining firm for 90 days from opening. The contract term extends from the date of last signature through October 31, 2027, with a maximum total term not exceeding ten years including renewal periods, and the State will award the contract to the lowest priced responsive and responsible bidder meeting all specified criteria.

The solicitation allows bidders to claim applicable preferences under the Illinois Procurement Code, including Illinois Business Preference and Domestic Product Preference, which require submission of supporting affidavits or product designation documentation. Vendors may designate themselves as minority-owned, women-owned, disabled person-owned, disadvantaged individual-owned, or veteran-owned enterprises and must disclose this information in their vendor disclosure forms; however, no specific set-asides are identified for this procurement. The solicitation does not identify any incumbent vendors or existing contractors. Bidders must maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law, with the State named as additionally insured. Subcontracting is permitted for subcontracts valued at $100,000 or more, which require signed subcontract agreements and Illinois Standard Certifications. No bid or performance bonds are required for this procurement, and a $15 administrative fee will be deducted from the first payment for any contract awarded valued at $1,000 or more under the Illinois Procurement Code. While a specific award value is not disclosed, the contract may be partially or wholly funded with federal funds, with the percentage and dollar amount to be disclosed upon notice of award, and payment will be processed within 60 days of invoice verification.
