The solicitation requires factory-new, unused laptops featuring 15-inch displays in black metal, Intel Core Ultra i7 processors, 32GB RAM, 512GB SSD storage, and Windows 11 Pro operating systems. All products must be genuine Microsoft devices that are not remanufactured, refurbished, or previously in service. The award will be based on the lowest responsive bid that meets all requirements outlined in the Statement of Work, with all required documentation, accurate form completion, required signatures, dates, and supporting materials mandatory for bid consideration. Bonfire registration is required to submit a bid. The bid submission deadline is May 13, 2026, with the posting date of May 8, 2026, allowing a five-day bidding window.

The solicitation documents do not identify specific set-aside designations or restrictions limiting participation to particular categories of organizations, disadvantaged enterprises, or minority-owned businesses. No incumbent vendors or current contractors are listed in the available documentation. The procurement utilizes DART's standard Net 30 payment terms, with invoices submitted in triplicate to APInvoices@dart.org and must include purchase order number, item number, description, quantities, unit prices, and extended totals. All bidders must certify compliance with equal opportunity requirements, confirm they do not boycott Israel, and verify they are not identified on the Texas Comptroller's list of companies with foreign terrorist organization ties. The contract is governed by Texas law with venue in Dallas County, Texas. Delivery timelines are considered essential to the order, and failure to meet specified delivery schedules constitutes grounds for rejection and default termination by the Authority. No specific budget range or award value is disclosed in the solicitation materials.
