The contract term runs November 1, 2026 through October 31, 2029, with two optional one-year renewal periods through October 31, 2031. Services are provided on an as-needed basis.

Evaluation will use a best-value methodology with the following point allocation: familiarity with Business Central and TTD software (30 points), qualifications of staff (20 points), project understanding (20 points), responsiveness to RFP (10 points), implementation plan and timeline (10 points), and pricing (10 points). Proposals must include a signed cover letter from the chief executive officer, owner, or chair; company profile; resumes of key personnel; acknowledgment of addenda; certification of DBE/SBE status and annual gross receipts disclosure; signed certifications regarding debarment and federal tax liability; a current client reference from the last two years; and conflict-of-interest disclosures. Questions are due September 25, 2026 at 3:00 p.m. PDT. Virtual interviews are scheduled for October 12–15, 2026 if necessary, with award notification by October 20, 2026. The contract will be funded in whole or in part by FTA, requiring contractor compliance with FTA regulations and civil-rights provisions. TTD reserves the right to reject all proposals and award to other than the low bidder.
