About this opportunity
The Colorado Department of Agriculture, Brand Inspection Division, issued Invitation for Bids (IFB1 2017000053) for the procurement of 60 microchip readers to be delivered to Boulder County. The solicitation seeks handheld microchip readers meeting specific technical specifications, including ABS plastic construction with dimensions of 11.25" L x 3" W x 1.33" H, RS232 serial output interface, ISO 134.2 kHz frequency capability, up to 4-inch read range, operating temperature range of 32 to 122 degrees Fahrenheit, battery or AC power options, and memory capacity to store up to 2,048 tag IDs. The equipment must be newly manufactured current models, dust-proof, and capable of reliable operation in harsh conditions while displaying encrypted microchip numbers and transmitting scanned information via RS232 port. Delivery is required FOB to 305 Interlocken Parkway, Broomfield, Colorado 80021. The deadline for submitting questions was August 29, 2016 at 12:00 PM Mountain Time, with bid responses due September 12, 2016 at 10:00 AM Mountain Time via email to patricia.bohm@state.co.us. The anticipated contract term extends from September 19, 2016 or upon final purchase order execution through October 31, 2016. Award selection was based primarily on cost, with the responsible vendor offering the most advantageous response to the state selected at the Colorado Department of Agriculture's sole discretion, and responses were limited to five pages including a signed signature page, completed W-9 form, cost proposal, primary point of contact information, and acknowledgment of compliance with all IFB requirements and purchase order terms and conditions.
Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) registered with the U.S. Department of Veterans Affairs and either incorporated in Colorado or maintaining a Colorado office receive a 5 percent preference in evaluation. The solicitation requires all vendors to register on the Colorado Vendor Self Service (ColoradoVSS) website, though non-registered vendors may be considered if adequate competition among registered vendors does not exist. All vendors must complete a W-9 form for federal tax reporting purposes and provide their exact taxpayer identification information matching their social security card or business registration filed with the Colorado Secretary of State. The procurement has a maximum budget ceiling of $18,900 for all 60 units, with pricing to be submitted as a firm fixed-price quotation with no additional reimbursements permitted and pricing required to remain firm for the entire contract term. No bidder's conference or site visit was mentioned in the solicitation. The Colorado Department of Agriculture reserves the right to reject all quotes and re-solicit at any time prior to the purchase order start date or cancel the solicitation entirely without penalty.
