About this opportunity

The Colorado Department of Agriculture, Brand Inspection Division, issued Invitation for Bids (IFB1: 2017000087) on behalf of Boulder County for the procurement of 60 microchip readers for livestock. The solicitation sought equipment meeting specific technical requirements, including Android device compatibility, Bluetooth connectivity, lightweight construction under one pound, operational capability across temperatures from 0 to 120 degrees Fahrenheit, rechargeable and alkaline battery operation, storage capacity for 2,500 tag numbers, read range up to four inches, and the ability to read all U.S. brands of microchips with international brand compatibility where possible. Required deliverables included the microchip readers along with necessary accessories such as storage cases, cables, wall chargers, and vehicle chargers, with delivery specified as FOB to 305 Interlocken Parkway, Broomfield, Colorado 80021. The response deadline was October 10, 2016, at 10:00 AM Mountain Time, with the anticipated contract term running from October 31, 2016, through December 31, 2016. Responses were limited to five pages and required submission of a completed signature page, W-9 form, cost proposal, and acknowledgment of compliance with all IFB requirements and purchase order terms and conditions. Evaluation was based primarily on cost, with the Colorado Department of Agriculture reserving the right to reject all quotes and cancel the solicitation without penalty.

Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) registered with the U.S. Department of Veterans Affairs and maintaining a Colorado presence were eligible for a five percent preference consideration, provided they met minimum specifications and submitted required Department of Veterans Affairs certification. The procurement was open to both registered and non-registered vendors on the Colorado Vendor Self Service (ColoradoVSS) website, though non-registered vendor quotes would only be considered if adequate competition was not established among registered vendors. The fixed-price bid could not exceed $18,900 total, with all costs for vendor performance included in the quoted price and no additional reimbursements permitted. Payment terms required the State to remit payment within 45 days of receipt of products and a correct invoice, with interest accruing at the statutory rate beginning on day 46 for unpaid balances. The State of Colorado is exempt from federal excise taxes and state and local sales and use taxes, and vendors would not be reimbursed for such taxes. All submissions were contingent upon fund availability, and the purchase order was subject to termination for cause, non-performance, or in the public interest at the sole discretion of the buyer.
