The City of Albany, Georgia Procurement Division is soliciting sealed bids for repairs to the Microbusiness Enterprise Center, a facility-focused construction and remediation project. The project scope includes complete water damage remediation on the first floor of 230 South Jackson Street in Albany, Georgia, along with comprehensive repairs across multiple locations. Specific deliverables include reroofing and repairs, flooring replacement from carpet to commercial-grade luxury vinyl plank (LVP) with specifications for Terrain II 20 mil, Alder style with Cove Base in Fudge color, drywall repair and replacement up to two feet from the floor, insulation replacement, base molding replacement, painting of all door frames while preserving fire code labels, and final cleaning. The contract must be completed within 180 calendar days following issuance of the Notice to Proceed, with liquidated damages assessed at $250 per calendar day for failure to meet this deadline. Sealed bids are due by 2:30 p.m. on September 22, 2023, with a pre-bid conference scheduled for August 30, 2023, at 10:00 a.m. at 230 South Jackson Street to allow the Project Manager to provide an overview and answer questions. Questions must be submitted by September 13, 2023, at 2:30 p.m., with replies provided as addenda to all potential bidders. The successful bidder must maintain general liability insurance of at least $1,000,000 for bodily injury and property damage, worker's compensation insurance in statutory Georgia limits, employers' liability with minimum limits of $100,000 per accident, and a one-year warranty on all materials, labor, and workmanship from the date of written acceptance.
The City of Albany strongly encourages participation from small business firms but has not designated specific set-aside requirements or disadvantaged enterprise restrictions for this procurement. A 5% bid bond is required from all bidders, with 100% performance and payment bonds required of the successful bidder, and payment terms are established as Net 30. All bidders must comply with the Georgia Security and Immigration Compliance Act, including E-Verify registration requirements, and submit all required certifications, bonds, and compliance documentation with their bids. The City of Albany reserves the right to reject any and all bids and will provide a local preference to bidders domiciled within city limits in the event of tie bids. No incumbent vendor, current contractor, or specific budget range has been disclosed in the solicitation documents; however, the project will be awarded to the responsive and responsible bidder submitting the lowest total base bid on a lump sum basis. Materials and equipment are to be delivered within 30 days of award notification unless otherwise specified by the City.
