About this opportunity
The City of Philadelphia is requesting quotes for an electric powered lift and drive floor crane with 2,500 lb. capacity (EPFC-25) under a micro purchase awarded to the lowest responsive and responsible bidder, with quotes due October 2, 2026.
A Local Business Enterprise (LBE) bid preference under Philadelphia Code Chapter 17-109 applies; sellers must be certified as LBEs prior to submission to claim the preference. Bidders must quote all items to be eligible for award; the City may accept the whole quote or individual line items, whichever serves the City's interest.
The contract term runs for one year from the effective date and may be renewed for up to one-year periods, not to exceed five years total. All products must be delivered FOB Destination Point. Pricing must be net and exclusive of all taxes, as Philadelphia is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Quotes must remain valid for 60 days from submission or throughout the contract term for requirements contracts. The total quote amount must fall below the City's applicable micro-purchase threshold, which is indexed annually to the Consumer Price Index and rounded to the nearest thousand dollars.
Quotes must be submitted electronically through PHLContracts with a completed and signed Consent and Authorization Agreement. Late quotes will be accepted only if they are the sole response and in the City's best interest. Vendors must designate a Seller Administrator responsible for account management and must restrict access to personnel authorized to bind the company. The City reserves the right to reject any and all quotes and accept quotes from multiple sellers. Prospective bidders must not deliver products or provide services until receiving official notification from the purchasing department. Questions regarding submission requirements may be directed to the Procurement Customer Service at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
