About this opportunity
The City of Cadillac is soliciting unit price bids for the Micro Parks - Haynes Street Location project, a municipal infrastructure development initiative. The procurement seeks a construction contractor to complete a comprehensive park development featuring 2,400 square feet of concrete sidewalk, 80 tons of Hot Mix Asphalt (HMA), and 120 linear feet of curb and gutter. Project deliverables include installing park amenities such as two picnic tables, two benches, three bike racks, a waste receptacle, and flood lighting, with work to be performed adjacent to the Clam River. Bidders must submit sealed proposals by 2:00 p.m. on Tuesday, July 9, 2024, to the Director of Finance at the Cadillac Municipal Complex, with contract documents available from Prein & Newhof engineering firm for a non-refundable $30 fee. Evaluation criteria will focus on the lowest responsible bid with the most favorable project timeline, and bidders must provide a 5% proposal guarantee in the form of a cashier's check, certified check, money order, or bid bond. The successful contractor will be required to furnish performance and labor/material bonds, each for 100% of the contract price.
While no specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the documentation, the project follows Michigan Department of Transportation 2020 Standard Specifications for Construction. The procurement does not list incumbent vendors or require integration with existing infrastructure beyond the specified site improvements. Bidders must demonstrate compliance with local and state regulations, including utility protection and traffic control requirements. Insurance requirements include comprehensive general liability, workers' compensation, and automotive liability coverage, with the City of Cadillac to be named as an additional insured. Although a precise budget range is not specified, the project involves significant infrastructure investment with multiple line items ranging from erosion control to pavement markings. The contract includes provisions for liquidated damages for each calendar day of default in substantial completion, indicating the city's expectation of timely project execution. Contractors should be prepared for a comprehensive construction project that emphasizes local infrastructure improvement and public space enhancement.
