About this opportunity

The Missouri Department of Social Services, Division of Finance and Administrative Services, Procurement Unit is establishing a Qualified Vendors List (QVL) for micro-market equipment and related services through an Invitation for Bid, with bids due October 30, 2026 at 2:00 p.m. CT via MissouriBUYS. Equipment will serve the Family Support Division, Rehabilitation Services for the Blind at locations throughout Missouri and federal government facilities within the state.

Vendors must demonstrate a minimum of one year of experience in automated retail or micro-market solutions operations and management. All equipment — including self-pay kiosks, scanners, payment terminals, and networking hardware — must be field-tested and fully compliant with ADA and Rehabilitation Services for the Blind standards, ensuring accessibility for customers with visual impairments and blind managers. Technical support is mandatory Monday through Friday, 8:00 a.m. to 5:00 p.m. CT, with callback within two hours of reported issues. A minimum one-year parts and labor warranty is required.

Pricing is established post-award through competitive quote requests; vendors must submit firm, fixed-price quotes with all costs including packing, handling, shipping, and freight FOB Destination, Freight Prepaid and Allowed. Vendors must apply one uniform discount percentage to all similar items if discounting from price lists.

The contract runs one year from award with four optional one-year renewal periods. The Department makes no guarantees regarding purchase quantities or total expenditure amounts. Historical spending data shows the previous contractor, Three Square Marketing, received $10,148.98 during fiscal year ending June 30, 2024.

A 10% Buy American Act price preference applies to domestically manufactured or qualifying products. Bonus preference points are available for participation by Organizations for the Blind or Sheltered Workshops (5–15 points), Service-Disabled Veteran Business Enterprises (3 points), and Honorably Discharged Veteran Enterprises. Vendors must be registered with MissouriBUYS in "Approved" and "Spend Authorized" status. Repeated failures to respond to quote requests or provide products as quoted may result in removal from the QVL.
