About this opportunity
Metroparks Toledo and Imagination Station are requesting Statements of Qualifications for the Glass City Riverwalk Festival Park Design-Build Project on a competitive RFQ basis, with SOQs due August 7, 2026. This is a two-stage procurement: selected teams will advance to a Request for Proposals and interviews, with final contract award based on proposal evaluation and interview performance at the sole discretion of the Owner and Imagination Station.
The scope requires the selected team to complete site design, obtain all necessary regulatory permits, and construct improvements for Festival Park. The project encompasses multiple site areas including the ProMerica Upper Level Plaza, Amphitheater, Lower Level Plaza, Riverwalk, and Imagination Station, with fire lane relocation as part of the project scope. Teams must respond to all RFQ articles with sufficient detail to permit evaluation.
The project is financed through grants, and team selection must comply with all associated grant requirements. The Owner and Imagination Station reserve the right to reject any and all SOQs for any reason, waive defects or technicalities, eliminate incomplete or non-responsive submissions, or pursue alternative selection methods in the best interest of both organizations. All costs incurred in preparing SOQs are borne by responding teams and may not be billed to the Owner.
No contract value, contract term, incumbent contractor, or specific evaluation criteria weightings are stated in the source materials. No pre-bid meeting, site visit, or questions deadline is identified.

Teams must analyze and respond to all articles of this RFQ and provide sufficient information to allow the Owner and Imagination Station to evaluate the SOQ. Team, by submitting its SOQ, agrees that any costs incurred in responding to this RFQ are to be borne by the Team and may not be billed to the Owner. Based upon the SOQs received, the Owner and Imagination Station intend to select a short-list of Teams who will then be invited to respond to a Request for Proposals ("RFP") and participate in interviews. The Team ultimately awarded the contract will complete a site design, obtain all necessary regulatory permits required, and complete constructed improvements for the Project. The Owner and Imagination Station shall make Team selections at The Owner's and Imagination Station's sole discretion. The Owner and Imagination Station reserve the right to reject any and all SOQs for any reason and to pursue Team selection in a manner that is in the best interest of the organizations and that is in compliance with any and all grant requirements that are financing this Project. The Owner and Imagination Station reserve the right to waive any defect or technicality in any SOQ received or to eliminate any Team that submits an incomplete or inadequate SOQ or that is not responsive to the requirements of this RFQ.
