About this file
This is an RFQ Scoring and Ranking Sheet for the Metroparks Toledo Glass City Riverwalk Festival Park Design-Build Project in Ohio, involving the Owner and Imagination Station as the contracting entities. The project requires teams to submit a Statement of Qualifications (SOQ) in response to the RFQ, with selection to proceed in phases: qualified teams will be shortlisted based on SOQ evaluation, invited to respond to a Request for Proposals (RFP), and participate in interviews. The selected team will be responsible for completing site design, obtaining all necessary regulatory permits, and executing constructed improvements for the Festival Park project. The Owner and Imagination Station retain sole discretion in team selection and reserve the right to reject any or all SOQs, waive defects or technicalities, eliminate incomplete or unresponsive submissions, or pursue alternative selection methods as deemed in the best interest of the organizations and consistent with grant financing requirements.
All costs incurred by responding teams in preparing their SOQs are the responsibility of the teams and may not be billed to the Owner. The project is being financed through grants, and team selection must comply with all associated grant requirements. The Owner and Imagination Station reserve the right to modify the selection process and award the contract based on the comprehensive evaluation of proposals and interviews, rather than SOQ scores alone.
