About this opportunity
The Maryland Transit Administration (MTA) is requesting bids for design and installation of external Emergency Trip Stations (ETS) at fifteen Traction Power Substations throughout the Baltimore Metro system under IFB T-1564-0150, with bids due November 19, 2026 at 10:00 a.m. EST via eMMA (eMaryland Marketplace Advance). A mandatory site visit occurred on October 16, 2026 at Owings Mills Metro Station; questions were due October 22, 2026 at 2:00 p.m. EST.
The scope encompasses complete design, procurement, installation, testing, and commissioning of ETS equipment at all fifteen locations. Each station comprises push-button activated disconnect switches capable of de-energizing third rail power in emergencies, installed in secure, visible, accessible, and lockable enclosures near TPSS entrances. Contractors must connect new control wiring to existing 86 lockout relay coils to achieve simultaneous AC breaker tripping of L and H circuits, install new metal conduits and supports linking ETS units to existing breaker control enclosures, and submit site-specific installation layouts for MTA approval. Work includes site surveys, design development, equipment procurement, integrated system testing, documentation, and training of MTA personnel on ETS operation and maintenance. Contractors bear responsibility for code compliance, permit acquisition, coordination with Metro operations to minimize service disruption, and delivery of as-built documentation and operation manuals.
Award will be made to the responsive and responsible bidder offering the lowest price under COMAR 21.05.02 competitive sealed bidding. The contract includes federal funding. The U.S. Department of Transportation's Interim Final Rule (effective October 3, 2025) eliminated race- and sex-based presumptions in the federal DBE program, though the Maryland Minority Business Enterprise (MBE) program remains in effect; currently certified DBE firms must undergo re-evaluation under new standards, and no new DBE goals will be set or monitored pending re-evaluation completion. Prospective bidders identified include Fresh Air Concepts, C3M Power Systems LLC, Glenelg Construction, M.C. Dean Inc., Intelect Corporation, and ArchKey/Mona Electric.
