About this file

This addendum to the Invitation for Bids (IFB) is issued by the Maryland Transit Administration (MTA) for Contract No. T-1564-0150 regarding the design and installation of external Emergency Trip Stations (ETS) at fifteen (15) MTA Baltimore Metro Traction Power Substations (TPSS). The scope of work requires contractors to install ETS units that trip existing L and H circuit breakers near TPSS entrances in secure, visible, accessible, and lockable enclosures, with new control wiring connecting to existing 86 lockout relay coils for simultaneous AC breaker tripping. New metal conduits and supports must connect the ETS to existing L and H breaker control enclosures, and contractors must submit installation layouts for approval. A pre-bid conference was held on October 15, 2026, at 10:00 AM EST, with a mandatory site visit on October 16, 2026, at 10:00 AM EST at Owings Mills Metro Station. The question deadline is October 22, 2026, at 2:00 PM EST, with bid submission due November 19, 2026, at 10:00 AM EST via eMMA (eMaryland Marketplace Advantage), followed by a public bid opening on November 19, 2026, at 2:00 PM EST. Award will be made to the responsible and responsive bidder with the lowest bid price.

The contract award is based on competitive sealed bidding under COMAR 21.05.02. Bidders must submit required documentation including a Contractor Questionnaire, bid form, various affidavits, financial statements, references, subcontractor utilization forms, and insurance documentation. The contract includes federal funding, and the MTA has noted that the U.S. Department of Transportation's Interim Final Rule effective October 3, 2025, has eliminated race- and sex-based presumptions in the Disadvantaged Business Enterprise (DBE) program; however, the Maryland Minority Business Enterprise (MBE) program remains unaffected. All currently certified DBE firms must be re-evaluated under new standards, and no new DBE goals will be set or monitored until re-evaluation is complete. Prospective bidders included representatives from Fresh Air Concepts, C3M Power Systems LLC, Glenelg Construction, M.C. Dean Inc., Intelect Corporation, and ArchKey/Mona Electric, among others.
