About this opportunity
The City of Santa Cruz is requesting proposals for pavement treatment selection and design reporting services on the Metro Rapid Corridors Project (RFP No. 42-0317), with proposals due July 29, 2026 at 12:00 p.m. and questions due July 21, 2026.
The scope involves preparation of a design report recommending pavement treatment alternatives for Front Street and River Street from Soquel Avenue to Water Street. The roadway is a two-lane, one-way arterial currently composed of asphalt concrete over Portland cement concrete. Work includes up to three coordination meetings with Santa Cruz Metropolitan Transit District (METRO) and City staff, field visits, pavement coring and bulk sampling to determine up to six recommended treatments, laboratory testing, and preparation of draft and final design reports. The City will provide anticipated traffic volumes and a no-cost encroachment permit for sampling.
No contract value or budget range is specified. The contract term is one year from award notification, with potential for renewals by written agreement. Performance and payment bonds are required under the Public Contract Code. No prevailing wage requirements apply; however, the Living Wage Ordinance applies.
Pricing is weighted at 10 percent of the total evaluation score, with the lowest-priced responsive proposal receiving full weight and all other responsive proposals receiving points proportionally. The cost proposal must include direct labor, overhead, fringe benefits, profit, subcontractor costs, and other direct costs such as materials, supplies, taxes, and travel. The consultant selection is scheduled for July 30, 2026, with project commencement in Fall 2026, final report delivery by January 31, 2027, and final designs to be completed and accepted by City Council by April 2027. Proposers must submit proof of Professional Liability, Commercial General Liability, Auto Liability, and Workers' Compensation insurance, prevailing wage compliance documentation, credentials documentation, a W9 form, and proof of a current City business tax certificate if applicable.
Opportunity text
The City plans to complete pavement rehabilitation as part of METRO Rapid Corridors Project along Front Street and River from Soquel Avenue to Water Street. The northbound bike and parking lanes were converted to a transit lane in 2024 to accommodate the Temporary METRO Transit Center. The project aims to make those treatments permanent and improve the roadway pavement section accordingly. This portion of Front Street from Water Street to Soquel Street is a predominantly two lane, one way arterial composed of asphalt concrete (AC) over Portland cement concrete (PCC). This project will prepare a design report that will be submitted to the METRO Rapid Corridors Designer for incorporation into their design plans.
