The scope encompasses a high-level comparative analysis of HCAS methodologies against practices in other U.S. states and detailed examination of data, assumptions, models, technical methods, cost allocation procedures, and assumptions related to system usage and roadway characteristics. Deliverables include project management services, draft evaluation criteria (due February 1, 2027), draft outlines and assessments (due October 1 and December 3, 2027), and final reports with findings and recommendations (due January 14, 2028). The contractor must participate in up to three legislative meetings as requested, including at least one in-person meeting in Salem, Oregon.
Minimum qualifications require recent experience (within ten years) conducting methodology reviews on transportation analyses for state, county, or federal entities. At least one key person must have five or more years of transportation-related methodological analysis experience within the past ten years; another must be capable of communicating technical and non-technical findings. The proposal constitutes a firm offer valid for 180 days following the due date.
Evaluation criteria are experience and team composition (35 points), project plan (40 points), and price proposal (25 points). The initial contract term spans two years with renewal options; compensation is structured as a not-to-exceed amount to be determined during negotiations, with fixed pricing required for at least twenty-four months. The contractor must maintain commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate) and professional liability ($1,000,000 per claim / $2,000,000 aggregate) insurance. Questions are due August 18, 2026. Intent to Award is anticipated by September 11, 2026. Proposals must be submitted electronically through OregonBuys.
