About this opportunity
Palm Beach County, Florida is issuing Invitation for Bid (IFB #22-089/SM) for the purchase and delivery of meter boxes and covers under a term contract. The procurement encompasses 30 line items featuring various polymer meter boxes and covers in multiple sizes and load categories, with estimated annual quantities ranging from 10 to 20,000 units. Approved manufacturers include CDR, Glasmasters, Armorcast, and EBAA, and all items must comply with specifications outlined in the Palm Beach County Water Utilities Department Minimum Engineering and Construction Standards, with manufacturers providing warranty against defects in materials and workmanship from the delivery date. Bidders must submit firm, fixed unit pricing with all costs including freight and surcharges by December 15, 2022 at 4:00 p.m., and successful pricing must remain firm for 90 days from bid submission and for the duration of the initial and any subsequent contract term. Delivery is required within 45 calendar days of receipt of the delivery order with F.O.B. destination pricing, and the County reserves the right to make multiple awards on an item-by-item basis, designating primary and secondary awardees per manufacturer. The successful bidder shall be awarded an initial 12-month contract term with options to renew for four additional 12-month periods, subject to mutual written agreement and appropriation of funds.
The procurement includes an SBE (Small Business Enterprise) price preference whereby a certified small business enterprise's bid within 10 percent of the lowest non-SBE bid shall be awarded the contract. Bidders must comply with the County's Equal Business Opportunity program requirements, which mandate submission of Schedules 1 and 2 documenting subcontractor participation and categorizing all participating firms by certification status, including Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Small Business Enterprise (SBE) designations. Only firms certified by Palm Beach County at the time of the solicitation due date are eligible to meet the County's Affirmative Procurement Initiative goals, and all subcontractor amounts must be supported by properly executed Schedule 2 forms or attached signed proposals. The County reserves the right to reject any or all bids, inspect bidder facilities, and terminate for default or convenience with five business days' written notice. No specific budget range or award value is provided in the solicitation documents.
