About this opportunity
The City of Philadelphia is requesting quotes for metal shelving units as a micro purchase to be awarded to the lowest responsive and responsible bidder, with quotes due August 18, 2026. The City will award as a whole or by line item, whichever serves its best interest, but sellers must quote all items to be eligible for award.
The contract term is fixed at 365 days from the effective date. The total contract value must not exceed $43,000, adjusted annually by the percentage increase in the CPI-U from January 1, 2020, to the most recently published index and rounded to the nearest $1,000. Prices must be quoted net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Delivery must be FOB Destination Point at the quoted prices.
All quotes must be submitted electronically through PHLContracts.phila.gov by the posted deadline. Vendors must execute and submit a signed Consent and Authorization Agreement prior to bid closing to ensure responsiveness and eligibility; this can be uploaded to the vendor profile at registration (the City's recommended approach) or included as an attachment to the first submitted quote. Signature requirements vary by entity type: corporations require signatures from a President or Vice President and a Secretary, Assistant Secretary, Treasurer, or Assistant Treasurer; limited liability companies, partnerships, and sole proprietorships require signatures from partners, owners, or other duly authorized signers.
Submission of an optional LGBTQ Applicant Data Form is available. Vendors must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum limit of $500,000 per occurrence, and automobile liability insurance at $300,000 per occurrence if applicable. The City will make award decisions within 60 days of the submission date. Vendors must certify they are not currently indebted to the City for delinquent taxes, liens, judgments, or fees without an established payment plan.
