About this opportunity
Jefferson County, New York (purchasing office identified as operating from Watertown) is requesting sealed bids for metal fabrication and welding services under prior Bid #2024F-5, with bids due September 23, 2026 at 12:00 PM EST. This is an indefinite-quantity requirements contract with no guaranteed minimum or maximum.
The scope covers comprehensive welding and metal fabrication support for multiple county departments: MIG, TIG, and arc welding; tube and pipe bending; metal breaking, bending, forming, and sheathing; plate steel rolling and polishing; and custom cutting services. The successful bidder must provide estimates upon request, submit itemized invoices with labor and material costs separately, and include standard turnaround times for repairs.
The contract term runs from November 1, 2026, through October 31, 2028, with an option to renew for one additional year under the same terms, for a maximum of three years. The County may extend unilaterally for up to one month, or up to three months with vendor concurrence, if a replacement contract is not issued. The County reserves the right to cancel without cause with thirty days' notice.
Pricing shall be quoted on an hourly basis for shop rate and road rate labor, with materials calculated as cost plus a percentage markup. All rates must remain binding for the initial contract year. Award is to the lowest responsive and responsible bidder based on the lowest three-year average labor rate per hour and material/parts percentage.
Bidders must provide proof of Workers' Compensation insurance (statutory), Commercial General Liability ($1 million each occurrence), Business Automobile Liability ($1 million combined single limit), and other specified coverages. The solicitation is subject to New York State prevailing wage requirements where applicable; the County has obtained a PRC number. Bids must include a non-collusive bidding certification and Iranian investment disclosure certification under New York General Municipal Law Section 103-g and Finance Law Section 165-a. Submission is electronic via the County's purchasing webpage or in person/by mail to 195 Arsenal Street, Watertown, New York 13601.
