About this opportunity

The City of Long Beach is awarding a contract for metal bin refurbishing, repair, and welding services under ITB PW-24-414, with the Notice of Intent to Award issued August 13, 2024 to Biltmore Metal Fabricators and Fab Metal Shop, both Long Beach vendors identified as the lowest responsive bidders.

The scope encompasses as-needed repair and refurbishment of residential and commercial refuse bins in sizes 2-yard, 3-yard, 4-yard, 20-yard, and 40-yard, including installation of new pockets, repair and replacement of bottoms, wheels, rollers, mount plates, axles, lock bars, lids, and paint. Bidders were required to submit pricing rates per bin size for refurbishing, repair, and welding services (labor, materials, hardware, and surcharges inclusive) and specify options for pick-up, delivery, drop-off, and on-site repairs. Contractors must be located within 30 miles of 2929 E. Willow Street, Long Beach, California.

The contract term is twenty-four months from award, with an option to extend by mutual agreement for up to three additional one-year periods. Price adjustments after the base period may be negotiated but shall not exceed the most recent Consumer Price Index for the Los Angeles-Riverside-Orange County area. Payment terms are Net 30.

Bidders were required to maintain commercial general liability insurance of $1 million per occurrence and $2 million general aggregate, workers' compensation coverage, and automobile liability insurance of $500,000 combined single limit. Required submittals included signed bid cover page, debarment certification, reference list with five current customers, W-9 Form, Equal Benefits Ordinance certification, insurance documentation, and California Secretary of State certification. Bidders had to acknowledge receipt of Addendum 1 (no onsite assessments; photographs provided instead) and Addendum 2 (optional pre-proposal meeting October 5, 2024, 8:00 a.m.–12:00 p.m. at Environmental Services Bureau, 2929 E. Willow Street). Questions were due August 27, 2024 at 11:00 a.m. Pacific Time; bids were due electronically September 25, 2024 at 11:00 a.m. Pacific Time, with signed cover pages and notarized documents submitted by mail to the City Clerk.
