About this opportunity

Illinois Department of Innovation and Technology is requesting bids for fiber-based point-to-point metro-ethernet transport service with speeds between 100 MB and 1 GB serving multiple state agency locations throughout Illinois, with bids due October 28, 2026. The procurement is an IFB with multiple awards anticipated, each site evaluated and awarded separately to the lowest responsive and responsible bidder per location. An 11 percent Business Enterprise Program goal applies to special construction only; bidders not requiring special construction must submit a letter stating so and are exempt from completing a utilization plan. The Veterans Small Business Program goal is 0 percent.

The service scope includes fifteen end locations spanning the Central Computing Facility in Springfield, the Michael A Blandic Building in Chicago, and regional centers at Northern Illinois University in DeKalb, Illinois State University in Normal, University of Illinois in Champaign, Eastern Illinois University in Charleston, Southern Illinois University in Carbondale, and facilities in Rockford, Moline, Peoria, Quincy, Olney, Macomb, Collinsville, and Paris. Service must meet 99.98% availability on a 30-day average basis and operate continuously 24/7/365. Specific bandwidth speeds for each site are detailed in individual BidBuy line items.

Pricing must be all-inclusive and final, with all-inclusive monthly recurring costs, non-recurring installation costs, and optional bandwidth tiers submitted through BidBuy. Awards use the formula: Total Cost = (Monthly Recurring Cost × Service Term) + Non-Recurring Installation Cost. Bid prices must remain firm for 180 days from opening. No bid bond or performance bond is required. Questions must be submitted in writing no later than seven days prior to the bid due date. The contract may be partially or totally funded with federal funds, with the percentage and dollar amount disclosed upon notice of award. Bidders must submit either a standard Vendor Disclosure or IPG Active Registered Vendor Disclosure and an Offer to the State of Illinois Information and Technology Contract. All bids must be submitted electronically through BidBuy.
