About this opportunity

The City of Kingman, Arizona is issuing a Request for Proposals (2026-RFP-005) for merchant card processing services supporting two municipal systems: the Utility Billing Selectron Interactive Voice Response (IVR) phone payment system and the Parks & Recreation Civic Plus Point of Sale (POS) system. Proposers may bid on one or both services and must demonstrate a minimum of five years of experience in merchant credit and debit card processing, with demonstrated capability for seamless system integration, PCI-DSS compliance, fraud detection, and customer support available during business hours (Monday-Friday, 7:00 am-6:00 pm Arizona time). The contract term is one year with four optional annual renewals, with a maximum overall term not to exceed five years, followed by month-to-month terms with no renewal requirement. Proposals must be submitted by 3:00 pm Arizona time on Thursday, May 28, 2026, with questions due by 6:00 pm on Thursday, May 14, 2026, through the OpenGov procurement portal at https://procurement.opengov.com/portal/cityofkingman. The City anticipates notifying the selected proposer by June 11, 2026, with City Council award approval scheduled for July 7, 2026, and full implementation required by September 20, 2026. Evaluation criteria allocate 20 points each for integration capability with Civic Plus and Selectron systems, 10 points for implementation and technical approach, 10 points for government or public sector experience, 10 points for references with preference for government entities, and 30 points for pricing and fee structure transparency. All transaction fees must be collected through customer-paid convenience fees rather than absorbed by the City, with proposers required to specify percentage rates, flat fees, and per-transaction minimums for both credit and debit cards across both systems, plus additional fees for implementation, gateway services, settlement, NSF charges, chargebacks, and batch processing.

The RFP does not specify set-aside designations or restrictions limiting responses to particular organization types or disadvantaged enterprises. No incumbent contractor information or current vendor details are provided in the solicitation materials. Proposers must provide commercial general liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), complete vendor registration documentation, W-9 forms, and a no-collusion affidavit, along with sample reports demonstrating transaction and settlement processing capabilities. The City reserves the right to award multiple contracts if a single bidder cannot fully integrate with both systems and to interview proposers, request clarifications, and negotiate terms. The City is not exempt from Transaction Privilege Tax, which proposers must include in pricing calculations. No specific budget range or award value is published in the available solicitation documents.
