About this opportunity
Dane County, Wisconsin is requesting proposals for mental health and wellness check-in services for the Dane County Sheriff's Office, with proposals due July 30, 2026 at 2:00 p.m. via the County's eProcurement Portal. A local-vendor preference applies: vendors within Dane County receive five preference points; those in adjacent counties receive two points.
The scope covers annual confidential one-on-one wellness check-ins for approximately 570 DCSO employees, both sworn and civilian personnel. Services must be delivered by licensed and credentialed mental health professionals in Wisconsin using a trauma-informed approach appropriate for law enforcement. Providers may be required to present orally to supplement written proposals.
The initial contract term runs January 1, 2027 through December 31, 2027, with four optional one-year renewal terms available through December 31, 2031. Pricing is capped at $150 per hour; vendors must submit hourly rates for each contract year, with all labor, materials, supervision, and administrative costs included. Rates must remain fixed for the specified term.
Evaluation is scored across six categories: organizational capabilities (20 points), experience and qualifications of program staff (20 points), program description and work plan (25 points), quality assurance procedures (15 points), cost (20 points), and local vendor preference (5 points). The County reserves the right to reject any or all proposals, negotiate with the highest-scoring proposer, and pursue negotiations with the next-highest-scoring proposer if necessary.
Vendors with 20 or more employees and contracts valued at $20,000 or more must submit an affirmative action plan within 15 working days of contract execution. All vendors must maintain Commercial General Liability insurance of at least $1,000,000 per occurrence and provide a Certificate of Insurance prior to contract performance. Questions are due July 14, 2026.
