About this opportunity

Montgomery County Sheriff's Office is requesting sealed proposals for a Secondary Transportation Agent to provide 24/7/365 transportation of persons to mental health treatment resources under Tennessee Code Annotated 33-6-901 and 33-6-406, with proposals due June 18, 2026 at 10:00 a.m. CST and questions due June 11, 2026.

The STA will transport individuals to approximately 20 mental health facilities across Tennessee, based on historical volume of 1,485 transports over the preceding 12 months. The contractor must begin services within 30 days of award. The contract runs July 1, 2026 through June 30, 2027, with three additional optional single-year renewal periods available.

Bidders must comply with the Non-Boycott of Israel Act (TCA 12-4-1) and Iran Divestment Act (TCA 12-12-106). The STA must satisfy extensive operational requirements including staff background checks, drug screening, mental health certifications, vehicle security specifications, and daily transport reporting. Montgomery County prohibits contract provisions that limit liability, include indemnification, require non-Tennessee governing law, conflict with the Tennessee Open Records Act, or obligate the County to pay taxes, cancellation fees, damages, or insurance.

Compensation uses a dual-rate structure: the STA bills the patient's insurance provider at rates established by the insurer and invoices Montgomery County for uninsured patients at a per-transport rate calculated by dividing allocated state funding by aggregated transport volume across all qualifying applicants. The evaluation committee will score proposals on a 100-point basis: 30 points for completeness, 40 points for the written plan to achieve objectives, and 30 points for experience and qualifications. Montgomery County reserves the right to reject any or all proposals and to award to one or more qualified offerors. Contact Elizabeth L. Black, Purchasing Director, at (931) 648-5720 or elblack@mcgtn.net for inquiries.
