About this opportunity
The Nevada Department of Public Safety is requesting qualifications from mental health professionals under RFQ 65DPS-S4025, with qualifications due October 20, 2026. This is a pre-qualification effort to establish a roster of qualified providers available to deliver mental health services on an as-needed basis.
Qualified mental health professionals must hold appropriate professional licenses and certifications as mandated by Nevada law and maintain compliance with HIPAA and applicable privacy regulations. Contractors must carry general liability, professional liability, and workers' compensation insurance meeting minimum coverage limits specified in the insurance schedule, with all policies underwritten by carriers authorized to do business in Nevada. The state retains the right to verify licenses and credentials prior to contract execution.
The cost schedule establishes four service categories priced separately: individual clinical services (counseling, critical incident response, retirement counseling, and other approved clinical services) at a rate per clinical hour; mandatory behavioral wellness visits at a rate per wellness check; travel time to and from service locations at an hourly rate; and mileage, lodging, and per diem expenses subject to Nevada GSA rates and state travel policies. Vendors must complete all pricing fields in the cost schedule with clearly defined units of measurement.
The contract will be structured as an independent contractor services agreement under NRS 333.700, subject to approval by the Nevada State Board of Examiners. Compensation is structured as a total amount not to exceed a specified dollar figure, with payment subject to appropriation. The state may terminate without cause upon thirty days' notice or immediately for non-appropriation of funds.
Qualification submissions must include completed vendor information responses, cost schedules, insurance certifications, reference questionnaires submitted to hmoon@admin.nv.gov by October 19, 2026, and a certification regarding lobbying activities. All subcontractors must submit completed vendor information responses. Vendors organized under laws of another state must register as foreign corporations with the Nevada Secretary of State prior to contract execution.
