About this opportunity

Menard County, Texas is requesting Statements of Qualifications from architectural or professional engineering firms to provide roof assessment, design, construction documents, procurement assistance, and construction administration services for two County-owned public buildings, with SOQs due October 2, 2026 at 5:00 p.m. CST. This is a qualifications-based procurement in which fees are negotiated separately following firm selection; pricing is not evaluated during the SOQ phase.

The scope encompasses both the Menard County Courthouse (206 E San Saba Ave) and the Menard Community Center (303 Travis St), both in Menard, Texas. Services include comprehensive existing-conditions roof assessments with photographic documentation, roof replacement recommendations with preliminary cost estimates, complete construction documents and technical specifications, final construction cost estimates, procurement assistance with bid evaluation, construction administration documentation if authorized, and project closeout documentation. Deliverables must comply with the International Building Code, International Energy Conservation Code, and Texas-specific regulations; historic preservation review by the Texas Historical Commission applies if required. Hazardous materials testing, structural engineering beyond routine roof evaluation, and laboratory testing may be authorized through written amendment.

Respondents must hold current Texas architectural or professional engineering licenses and maintain good standing with licensing authorities. A minimum of five years of experience in commercial or public-building roofing projects is required, demonstrated on at least three comparable projects.

Evaluation uses a 100-point system emphasizing firm qualifications and experience, project approach and understanding, project team qualifications, schedule and availability, relevant project references, and overall responsiveness. The County reserves discretion to negotiate a fixed-price contract, time-and-materials arrangement, hourly rates with a not-to-exceed cap, or alternative compensation as in the County's best interest. Interviews and firm selection are anticipated October 12–23, 2026, with Commissioner's Court review and award in October or November 2026.

Respondents must certify non-debarment, disclose conflicts of interest and litigation or contract disputes within the past five years, and carry Commercial General Liability, Automobile Liability, Workers' Compensation, and Professional Liability/Errors and Omissions insurance. Questions are due September 18, 2026 at 5:00 p.m. CST. The County is an Affirmative Action/Equal Opportunity Employer and encourages responses from MBE, SBE, VBE, WBE, and labor surplus area firms.
