About this opportunity

The Village of Nyack is seeking bids for the Memorial Park Village Marina Connection and Waterfront Pathway project, a construction initiative focused on enhancing pedestrian connectivity along the waterfront. The procurement involves constructing approximately 230 square yards of concrete sidewalk, 45 square yards of concrete apron, 530 linear feet of concrete vertical curb, and associated infrastructure improvements in the marina parking lot. Key deliverables include concrete curbs, ADA ramps, raised bituminous walkways, pavement striping, landscaping, and site amenities. The project will create a pedestrian pathway connecting an existing pedestrian bridge through the marina parking lot to Burd Street, with scope encompassing trench drains, pavement resurfacing, chain link fencing, and related site work. Sealed bids are due by 2:00 PM on March 14, 2022, with a non-refundable $50 fee required to obtain contract documents. The evaluation will focus on the lowest qualified bidder meeting all contract document requirements, with traffic control to be performed by Village staff.

The procurement has specific set-aside and participation goals targeting minority and women-owned businesses. The project is funded by the New York State Department of State under the Environmental Protection Fund, which mandates Minority Business Enterprise (MBE) and Women-Owned Business Enterprise (WBE) participation goals of 30% of state grant funds. Bidders must submit a comprehensive MWBE utilization plan prior to bid award, with the potential for payment withholding if documentation is not provided. The contract term is set for two years and applies to all New York State counties, specifically located in the Village of Nyack Marina within Rockland County. While no incumbent vendor is mentioned, the project has a potential total bid range from $164,143 to $732,470 for the base bid, with alternate landscape and site amenity components potentially increasing the total value to between $205,549 and $983,540. No service-disabled veteran-owned business set-aside is specified for this procurement.
