About this opportunity
The Recreation and Park Commission for the Parish of East Baton Rouge (BREC) is soliciting bids on construction of the Melvin Kip Holden Pedestrian Bridge Improvements project at 2750 Harding Boulevard, Baton Rouge, Louisiana, with bids due October 27, 2026 at 2:00 p.m. Central Time. A non-mandatory pre-bid conference is scheduled for October 14, 2026 at 9:00 a.m. at 3280 Harding Boulevard.
Bidders must hold an active Louisiana State Licensing Board for Contractors license in the "HIGHWAY, STREET, AND BRIDGE CONSTRUCTION" classification and include their license number on the bid envelope and Uniform Public Works Bid Form — this is a filtering requirement. BREC encourages minority participation and utilization of small, disadvantaged, and women-owned businesses as suppliers or subcontractors, though no formal set-aside or participation goal is stated.
The scope comprises furnishing and installing a prefabricated pedestrian bridge approximately 8 feet by 110 feet spanning Monte Sano Bayou; demolition of existing bridge structures; rip rap installation in the channel; concrete paving to tie in with existing pathways on either side of the bridge; and miscellaneous bridge-related installation work.
Bids will be publicly opened and read aloud immediately after closing at the BREC Administration Building, 6201 Florida Boulevard, Room 1501. Bid prices must remain firm for 45 days from opening. A certified check, cashier's check, or satisfactory bid bond equal to 5% of the total bid amount must accompany paper bids. Complete bid documents are available from the BREC Purchasing Department for ten dollars on disk or electronically through www.bidexpress.com. Questions are due by the pre-bid conference or in writing before bid opening. BREC reserves the right to reject any or all bids for just cause.
