About this file

This is an Addendum No. 2 issued by the Recreation and Park Commission for the Parish of East Baton Rouge (BREC) for Sealed Bid No. 1878 concerning the Melvin Kip Holden Pedestrian Bridge Improvements at Harding Boulevard. The project involves furnishing and installing a prefabricated pedestrian bridge approximately 8 feet by 110 feet spanning Monte Sano Bayou, including demolition of existing bridge structures, rip rap installation in the channel, concrete paving to tie in with existing pathways on either side of the bridge, and miscellaneous bridge-related installation work. The original bid submission deadline of October 27, 2026 has been extended by one week to November 3, 2026 at 2:00 P.M. Central Time to allow prospective bidders additional time to plan for and coordinate site access. A non-mandatory pre-bid conference was held on October 14, 2026 at 3280 Harding Boulevard, Baton Rouge, Louisiana. Bids will be publicly opened and read aloud immediately after the deadline at the BREC Administration Building, 6201 Florida Boulevard, Room 1501. Bidders must hold an active Louisiana State Licensing Board for Contractors license in the "HIGHWAY, STREET, AND BRIDGE CONSTRUCTION" classification.

The addendum addresses clarifications requested by prospective bidders regarding concrete surface resistivity requirements, quantity adjustments, homeowner access coordination, Department of Transportation and Development (DOTD) lane closure restrictions on the I-110 entrance ramp, sidewalk preservation requirements, and the one-week bid deadline extension. Contractors are permitted to utilize matting as part of their means and methods but are responsible for preserving site conditions and repairing any damages resulting from construction or site access. Bid prices must remain firm for 45 days from opening, and a certified check, cashier's check, or satisfactory bid bond equal to 5 percent of the total bid amount must accompany bids. BREC encourages minority participation and utilization of small, disadvantaged, and women-owned businesses as suppliers or subcontractors, though no formal set-aside or participation goal is established. Contractors who have already submitted proposals and wish to revise their submittal based on this addendum must return revised changes to BREC's Purchasing Department prior to the November 3, 2026 deadline, and all bidders must acknowledge receipt of this addendum on the Louisiana Uniform Public Work Bid Form.

Sealed Bid No. 1878 – Melvin Kip Holden Pedestrian Bridge Improvements at Harding Blvd.

Submittal Deadline: 2:00 P.M. CT Tuesday November 3, 2026 Recreation and Park Commission for the Parish of East Baton Rouge (BREC)

The following items shall be considered part of the Contract Documents for the above referenced project and shall take precedence over any conflicting statements contained therein. Replace, revise, and/or add to all other specifications, notes, schedules, drawings, details, elevations, sections as required.

General Contractors are cautioned to bring to the attention of all subcontractors any changes which may affect their work.

The contractor shall acknowledge receipt of this addendum on the Louisiana Uniform Public Work Bid Form included in the Contract Documents.

The bid opening date for this project has been delayed by one week to allow more time for prospective bidders to plan for and coordinate access to the site. The new deadline to submit bids is 2:00 P.M. CT Tuesday November 3, 2026.

REQUESTS FOR CLARIFICATIONS RECEIVED VIA EMAIL & RESPONSES:

• Does the concrete for the abutments need to meet surface resistivity?

o The 1997 EBR Construction Specifications and the EBR Special Provisions do not provide concrete surface finish requirements. The only acceptance measures for the concrete are an approved mix design that is to be submitted prior to ordering the batch as well as 28-day breaks that show the required compressive strength.

• At the pre-bid, there was mention of quantities being adjusted. What is the status of that information?

o This was addressed in Addendum #1

• Has BREC had any conversations with the home owners on the corner of 79th Ave and

Emile St regarding access to the project from that street?

o BREC has not had any contact with them.

• Will DOTD allow for a temporary lane closure of the I-110 entrance ramp immediately adjacent to the project for off-loading material at the project site?

o DOTD has stated that they will not allow closure of the ramp on discussions that BREC has with them.

• The plans dictate access from the NW along the existing sidewalk. This sidewalk is in bad condition and any construction traffic would make this worse. This being the case, would the contractor be required to mat over the existing sidewalk?

225.272.9200 | 225.273.6404 | brec.org o The contractor shall preserve the site conditions as they are and repair any damages as a result of construction, access, or otherwise related to or a consequence of any work on this project. Any contractor may utilize matting at their discretion as part of their means and methods.

• Is there a possibility of postponing this bid one week? The access component of this project is extremely difficult and I think the extra time would allow for better planning.

o The bid deadline has been extended by one week.
