About this opportunity

The County of Orange Health Care Agency (HCA) is seeking qualified organizations to provide medical transportation services through a Request for Applications (RFA) targeting individuals under county statutory obligations. The procurement covers non-emergency medical transportation for diverse populations, including those arrested, incarcerated, detained by Behavioral Health Services, Public Health Services clients, juveniles, conservatees, and other specified groups. Qualified providers must offer 24-hour ambulance services, maintain appropriate staffing with certified Emergency Medical Technicians, and utilize a third-party logistics application (VectorCare) for coordination. The RFA requires comprehensive documentation including organizational details, board information, corporate certifications, financial statements, and compliance documentation. Applications will be accepted on an ongoing basis until December 31, 2024, with services commencing throughout 2024, and the application must remain valid for 365 calendar days from submission. Evaluation criteria will likely include organizational capabilities, financial stability, compliance documentation, and ability to meet specified transportation service requirements.

The solicitation does not explicitly highlight set-aside designations or specific restrictions for disadvantaged enterprises. The contract will be a cooperative agreement potentially available to all Orange County departments and other governmental entities, with reimbursement structured at specified rates including a $400 base rate for Basic Life Support emergency transport, plus additional charges for mileage and out-of-county transports. Funding sources are diverse, encompassing state, federal, county, and fees/licenses/other funds, with the contract contingent upon sufficient fund availability. The maximum contract obligation is approximately $900,000, with payments made monthly in arrears on a fee-for-service basis. Providers must maintain extensive insurance coverage, meet rigorous confidentiality standards, and comply with comprehensive documentation and reporting requirements. The County reserves the right to reject applications, conduct compensation plan analyses, and negotiate with applicants meeting the solicitation's requirements.
