About this file

This is a Request for Applications (RFA) issued by the County of Orange Health Care Agency (HCA) for Medical Transportation Services. The RFA seeks qualified organizations to provide prompt medical transportation for various populations, including individuals in custody, arrested persons, juveniles, behavioral health patients, and others requiring transportation between medical facilities. The solicitation was released on January 5, 2024, with applications accepted on an ongoing basis until December 31, 2024. The contract term is flexible, with potential renewals contingent upon funding, contractor performance, and County policies.

The medical transportation services will be compensated on a fee-for-service basis, with funding sourced from state, federal, county, and other funds. Ambulance transportation rates are specified, ranging from $400 for a basic life support emergency transport to additional charges for mileage and out-of-county transports. Contractors must have two California-certified Emergency Medical Technicians per ambulance, maintain appropriate insurance coverage, and use VectorCare, a third-party patient logistics application, to manage transport requests. The County reserves the right to contract with multiple providers and will evaluate applications based on experience, facility requirements, staffing qualifications, and ability to meet performance objectives, such as 30-minute response times for emergency requests.
