About this opportunity
The California Department of Transportation (Caltrans) Division of Procurement and Contracts is seeking a medical services provider for its Kern County operations through an Invitation for Bid (IFB #06A3239). The contract requires a qualified medical facility within 15 miles of the Caltrans District 6 South Region Maintenance facility in Bakersfield to provide comprehensive medical examinations and vaccination services for Caltrans employees. Specific services include 90 Department of Motor Vehicles (DMV-DOT) Renewal Examinations, 90 Respiratory Compliance Examinations, 20 non-preemployment Audiometric Examinations, 25 Pre-Employment Medical and Audiometric Examinations, 30 Hepatitis A vaccinations, and 30 Hepatitis B vaccinations. Bidders must possess a current and valid license from the Department of Consumer Affairs, California Board of Registered Nursing, and/or Medical Board of California Certified Physician's license. Written questions are due by November 10, 2025, at 1:00 p.m., with bids due November 18, 2025, at 2:00 p.m., and a bid opening at 2:30 p.m. The proposed contract award date is November 25, 2025, with a contract term from March 15, 2026, through March 14, 2029.
The procurement has a strong focus on small business participation, with Caltrans committed to meeting the state's 25 percent Small Business (SB) participation goal. Certified Small Businesses and Micro Businesses are encouraged to submit bids, and a 5 percent SB preference will be applied. While Disabled Veteran Business Enterprise (DVBE) participation is not mandatory, a 5 percent DVBE incentive is available for 100 percent verified DVBE participation. Subcontracting is not permitted under this agreement. The successful contractor must maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, with workers' compensation insurance featuring employer's liability limits of $1,000,000. The contractor must also comply with all applicable State and Federal laws, including HIPAA, and maintain medical records for the duration of employment plus five years. While no specific budget range is provided, the comprehensive nature of the medical services and the multi-year contract term suggest a substantial contract value for the selected provider.
