About this opportunity
METRO Regional Transit Authority is soliciting proposals for comprehensive insurance brokerage and risk management services, with proposals due December 3, 2026 at 4:00 PM and questions due November 23, 2026. The procurement is subject to Federal Transit Administration grant compliance, including DBE participation standards and domestic preference provisions.
The scope includes marketing and placement of medical, prescription, vision, and dental insurance coverages; obtaining competitive quotes from multiple insurers; placing and managing ancillary and specialty insurance lines; and supporting employee benefits enrollment. METRO employs approximately 436 full-time equivalent employees across two unions and administrative staff. A critical constraint prohibits any marketing of coverages or contact with insurers prior to formal Broker of Record authorization; violation may result in disqualification. METRO reserves the right to procure any insurance line outside the broker services agreement without affecting broker compensation.
The selected broker will operate under a multi-year, flat-fee agreement with quarterly payments. The initial term is one year from contract signing, with four option years extending through 2031. All compensation terms — including commissions, fees, incentives, contingent compensation, and profit-sharing arrangements related to insurance placements — must be fully disclosed in the proposal and will be incorporated into the resulting agreement without modification.
METRO requires comprehensive general liability coverage of $1 million and workers' compensation insurance. No bid bond is required. If a single bid is received, METRO will conduct cost analysis to verify it. Awards will be made to the lowest and best overall bid meeting minimum requirements; tie-breaking provisions favor firms with the largest labor surplus in their metropolitan area or those registered as small businesses with the Small Business Administration.
