About this opportunity

The City of Philadelphia is soliciting quotes for medical-grade liquid nitrogen, demurrage, and e-cylinder emergency oxygen kits on a micro-purchase basis (up to $45,000, adjusted annually by CPI-U) with quotes due September 10, 2026. This is a requirements contract with an initial one-year term from award date and three optional one-year renewals. The City will award to the lowest responsive and responsible bidder on an all-or-nothing basis or by line item, whichever serves the City's best interest; sellers must quote all items to be eligible for award.

All pricing must be quoted FOB Destination Point, exclusive of taxes. Quote validity is 60 days from submission or throughout the entire contract term for Requirements Contracts. The City reserves the right to reject any or all quotes and award to multiple sellers. No delivery or services shall commence until formal department notification.

Sellers must carry workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per occurrence combined single limit, and automobile liability insurance with a $300,000 per occurrence combined single limit, naming the City as additional insured. All sellers must comply with applicable laws, nondiscrimination requirements, tax indebtedness certifications, Philadelphia business tax obligations, and ethics requirements.

Submission is electronic through PHLContracts (www.PHLContracts.phila.gov) and requires completion of all mandatory tabs (General, Items, Questions, Terms & Conditions, Attachments, Summary), unit cost entry for each item, acceptance of terms and conditions, and a signed Consent & Authorization form. A Local Business Entity certification question must be answered despite not applying to small order purchases. Participation in the optional LGBTQ Applicant Data Form is voluntary and intended to support diversity and inclusion initiatives. Payment is contingent upon delivery, City approval of products and services, and submission of required invoices, processed through electronic deposit into the seller's designated bank account.
