About this opportunity
The Missouri Department of Transportation (MoDOT) has issued an Invitation for Quote (IFQ) for media monitoring services, seeking a comprehensive media monitoring database to cover broadcast, print, radio, premium online content, online news articles, and social media platforms. The solicitation requires a vendor to provide unlimited keyword searches, article storage capabilities, and daily comprehensive coverage reports focusing on MoDOT news across multiple media channels. The contract period runs from the Notice of Award through July 31, 2021, with options for two additional one-year renewals. The IFQ was open from July 30, 2020 to August 12, 2020, with bids accepted electronically through MissouriBUYS or via mail/courier services. Evaluation criteria will focus on the lowest responsive quote meeting specifications, with the base yearly pricing being the primary consideration. The system must support 3-5 total users and provide detailed daily reporting capabilities. Optional services include media contact list building, contact list updates, clip book creation, and monthly media reach reporting.
The solicitation encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with specific goals of 10% MBE and 5% WBE involvement through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran Business Enterprise (SDVE) preferences may also apply. Vendors must comply with Missouri's requirements regarding employment of unauthorized aliens and provide proof of participation in a federal work authorization program. Payment terms are set at Net 30 days, with MoDOT reserving the right to use state purchasing cards for transactions. While no specific budget range was explicitly stated, vendors are required to submit firm, fixed yearly pricing for base services with separate pricing for optional add-on services. The contract includes cooperative purchasing provisions, allowing Missouri counties, cities, and other political entities to potentially utilize the resulting contract. Renewal pricing increases are limited and must be specified in advance, ensuring cost predictability for MoDOT.
