About this opportunity
The Borough of Media in Delaware County, Pennsylvania, is soliciting bids for a comprehensive Building & Property Maintenance Contract for borough-owned facilities through the PennBid Program. The procurement seeks a qualified contractor to perform maintenance, repair, and remediation of municipal buildings and properties over a three-year contract period, beginning with the Notice to Proceed letter. Bidders must submit sealed proposals electronically by September 23, 2025, at 12:00 PM, with no physical public bid opening scheduled. The scope of work encompasses continuous maintenance across all borough-owned facilities as directed by municipal staff or engineers, requiring contractors to maintain ongoing communication about maintenance needs. Key qualifications include the ability to perform various trade skills such as electrical, carpentry, cement masonry, plumbing, painting, and roofing work. Contractors must submit a surety bond or equivalent covering 10% of the total bid price and comply with prevailing wage requirements. All questions must be submitted through the PennBid web-based system, and direct contact with borough staff is strictly prohibited.
The procurement does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Bidders are required to comply with the Public Works Employment Verification Act and must pay prevailing wage rates as detailed in the accompanying wage determination document. The bid requires a $250 bid security and involves a uniform procurement fee through PennBid, which ranges from 0.333% for fixed fee contracts to 1/6 of 1% for term contracts, with minimum fees of $150 and a maximum of $6,000. While specific budget ranges are not explicitly stated, the comprehensive maintenance contract suggests a potentially significant investment in municipal infrastructure upkeep. The contract includes provisions for potential two-year renewals beyond the initial one-year term, providing flexibility for ongoing municipal maintenance needs. Bidders will need to demonstrate technical capability, trade expertise, and financial stability to be considered for this comprehensive municipal facilities maintenance contract.
