About this opportunity

The Missouri Department of Conservation (MDC) is issuing an Invitation for Bid (IFB MDC 0000000165SL) to procure comprehensive media audit services and strategic consultation for its multimedia communication programs. The Department seeks qualified firms with a minimum of five years of experience conducting media audits for government agencies and/or outdoor/conservation organizations to evaluate the effectiveness of MDC's current audio/video content strategy, analyze performance metrics, and provide actionable recommendations for optimizing content creation and distribution to better connect Missouri citizens with their natural heritage. The audit will review approximately 200 pieces of content from the past two years, including the Nature Boost Podcast, Discover Nature Notes video series, video/audio public service announcements, Tuesday Tweet content, live webcasts, and MDC Minute internal communications across various hosting platforms such as Facebook, Instagram, and YouTube. The contract is structured as a Blanket Purchase Agreement with an original contract period running from the date of award through June 30, 2026, and deliverables are organized into three phases: Phase 1 (Initial Assessment within 30 days) includes preliminary audit findings and initial strategy recommendations; Phase 2 (Comprehensive Analysis within 70 days) includes complete audit reports with analytics and benchmark recommendations; and Phase 3 (Final Recommendations by June 15, 2026) includes a strategic roadmap, best practices documentation, ROI analysis, and post-meeting presentation to MDC staff. Pricing shall be firm and fixed for all line items covering the total cost for providing the media audit services. The solicitation opened March 9, 2026, at 2:00 PM Central Time, with proposals due electronically via MissouriBUS, powered by MOVERS, or by hard copy mail no later than March 23, 2026, at 2:00 PM Central Time, and the Department will award the contract to the lowest and best bid determined to serve its best interest based on price only evaluation criteria.

The procurement includes specific set-aside designations and compliance requirements that may restrict the types of organizations eligible to respond. Contractors must meet Missouri state tax compliance certification requirements, including obtaining a "Vendor No Tax Due" certificate from the Department of Revenue, and must provide Secretary of State registration or exemption documentation, Business Entity Certification, and E-Verify enrollment if applicable. Additionally, any contractor meeting the definition of a company with ten or more employees must provide Anti-Discrimination Against Israel Act certification. The solicitation offers bonus evaluation points for participation by Organization for the Blind/Sheltered Workshop entities (minimum of 2% or $5,000 of total contract value, whichever is greater) and Service-Disabled Veteran Business Enterprise (SDVE) participation (minimum of 3% of total contract value). Contractors must carry liability insurance with minimum limits of $2,000,000 per occurrence and comply with all applicable federal, state, and local laws, including E-Verify requirements for work authorization. No incumbent vendors, current contractors, or budget range was identified in the solicitation documentation, and the Department reserves the right to terminate the contract for convenience with thirty days' notice or cancel for breach with an opportunity to cure within ten state business days.
