About this opportunity
The Maine Department of Transportation is requesting sealed bids for mechanical fuel dispensers for Fleet Service operations, with bids due April 7, 2009. In-state bidders and those offering Maine-manufactured equipment receive tie-bid preference under Maine procurement rules.
The scope is a single-hose, mechanical fuel dispenser capable of dispensing gasoline, E85, diesel, and bio-diesel fuels in harsh environmental conditions. The dispenser must include a suction-type pump with self-priming capability, a micro-accurate meter with weights-and-measures sealability, and a non-resettable totalizer. The pump specifications require 20–22 GPM delivery capacity, 3/4 HP maximum at 115 volts, and V-belt connection. The cabinet must be painted white with maximum dimensions of 33 inches wide by 20 inches deep by 55 inches high, with a visible register display and pulsar unit for electrical pulse transmission. All bid items must be manufacturer's current or 2007 listed stock models meeting or exceeding specified requirements, with new materials compliant with federal and state regulations. Lead-free primer and top coat are required.
Bidders must maintain parts inventory within Maine with 95 percent availability within 48 hours and 24-hour availability for expendable items such as filters and belts. Proposals must include a parts and service availability program, a complete parts list with manufacturer part numbers, and two copies each of operator's, maintenance-and-repair, and parts manuals. Bids must be submitted to the Division of Purchases, Room 119, State Office Building, Augusta. The State reserves the right to reject any or all bids and awards to the lowest responsible bidder considering quality, conformity, delivery date, and ultimate cost. Bidders must identify any exceptions to specifications on separate paper; failure to do so indicates full compliance. Cash discounts of less than 20 days will not be considered in award determinations. All transportation charges are prepaid by the contractor unless otherwise specified.
