About this opportunity
The University of Wisconsin-Green Bay is seeking to procure a Universal Material Testing System (UMTS) for its School of Engineering, with a specific focus on meeting ABET accreditation requirements for Mechanical Engineering programs. The equipment will be used for comprehensive materials testing, enabling characterization of mechanical properties at room and elevated temperatures, including tension, compression, creep, and fatigue tests on metals, plastics, ceramics, and composites. The system will support critical material property determinations such as yield strength, elastic modulus, tensile strength, ductility, resilience, and toughness, with the ability to generate stress-strain curves. The procurement is structured as a one-time purchase, with vendor selection based on the lowest total overall cost that meets specified technical requirements. Interested vendors must submit their responses online through the SciQuest bidding platform by March 14, 2025, with the solicitation originally posted on February 17, 2025. Following the award, the successful contractor will be required to provide a formal quote, after which a purchase order will be issued.
The solicitation does not explicitly mention specific set-aside designations or restrictions on vendor participation. No incumbent vendors are identified in the documentation, and there are no specific references to integration requirements with existing infrastructure. While a precise budget range is not specified, the procurement is for a specialized piece of laboratory equipment intended to support engineering education and potential research and industry collaboration. The equipment will be utilized within the UW-Green Bay School of Engineering and is positioned as a critical asset for academic and potential applied research purposes. The procurement process appears to be open to any vendor capable of meeting the technical specifications for a Universal Material Testing System, with the primary selection criterion being the lowest total overall cost that satisfies the stated requirements.
Opportunity text
A Universal Material Testing System (UMTS) is a basic laboratory equipment for any engineering program. This equipment is an ABET accreditation requirement for the Mechanical Engineering or Mechanical Engineering Technology programs. UMTS is used to characterize materials at room temperature and also at elevated temperatures. Using this equipment critical mechanical properties of materials such as yield strength, elastic modulus, shear modulus, tensile strength, ductility, resilience, toughness, etc. can be determined. This equipment also provides the stress-strain curves of materials. Tension, compression, creep, and fatigue tests of metals, plastics, ceramics and composites can be done using this equipment. This equipment is necessary for teaching purposes, but can also complement research and community/industry needs. This equipment will be used in the UW-Green Bay School of Engineering. The vendor that provides a solution that meets the specifications at the lowest total overall cost will be awarded. After the Award the contractor will be asked to provide a formal quote based on the bid and a purchase order will be issued for the one-time purchase.
Information for this solicitation can be found and responses MUST be entered online at: https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin.
