About this opportunity

The University of Wisconsin-Green Bay is seeking to procure a Universal Material Testing System (UMTS) for its School of Engineering through a competitive bidding process. This procurement is specifically for advanced laboratory equipment critical for ABET accreditation in Mechanical Engineering and Mechanical Engineering Technology programs. The UMTS will enable comprehensive material characterization tests, including tension, compression, creep, and fatigue evaluations for metals, plastics, ceramics, and composites. The equipment will support teaching, research, and potential community/industry needs by allowing engineers to determine critical mechanical properties such as yield strength, elastic modulus, tensile strength, ductility, resilience, and toughness. The solicitation, identified as State Local Contract Opportunity ID 67c069e6c96b3586ba04d8b4, was originally launched as 2025-GRBALL-00924-RFB and is now re-launched. Responses must be submitted online through https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin by the due date of March 14, 2025. The vendor offering the solution that meets specifications at the lowest total overall cost will be awarded the contract.

The solicitation does not explicitly specify set-aside designations or restrictions on responding organizations. The procurement appears to be open to all qualified vendors capable of providing a Universal Material Testing System that meets the specified engineering requirements. While no incumbent vendors are mentioned, the system must be compatible with existing engineering laboratory infrastructure at UW-Green Bay. The procurement is structured as a one-time purchase, with the successful bidder expected to provide a formal quote after the initial bid award, followed by the issuance of a purchase order. Though a specific budget range is not disclosed, the procurement suggests a significant investment in specialized scientific equipment necessary for academic engineering programs. The contract will be executed within Brown County, Wisconsin, and is part of the broader University of Wisconsin system's equipment procurement efforts.

Opportunity text

A Universal Material Testing System (UMTS) is a basic laboratory equipment for any engineering program. This equipment is an ABET accreditation requirement for the Mechanical Engineering or Mechanical Engineering Technology programs. UMTS is used to characterize materials at room temperature and also at elevated temperatures. Using this equipment critical mechanical properties of materials such as yield strength, elastic modulus, shear modulus, tensile strength, ductility, resilience, toughness, etc. can be determined. This equipment also provides the stress-strain curves of materials. Tension, compression, creep, and fatigue tests of metals, plastics, ceramics and composites can be done using this equipment. This equipment is necessary for teaching purposes, but can also complement research and community/industry needs. This equipment will be used in the UW-Green Bay School of Engineering. The vendor that provides a solution that meets the specifications at the lowest total overall cost will be awarded. After the Award the contractor will be asked to provide a formal quote based on the bid and a purchase order will be issued for the one-time purchase.

Information for this solicitation can be found and responses MUST be entered online at: https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin.

This is a re-launch of 2025-GRBALL-00924-RFB which was invertedly closed in the sourcing module.
