About this opportunity
The Maine Department of Defense, Veterans & Emergency Management - Military Bureau is seeking a qualified vendor through this Request for Proposals to provide comprehensive testing, inspection, and maintenance services for fire extinguishers and suppression systems across Maine Army National Guard (MEARNG) facilities statewide. The scope covers approximately 785 portable fire extinguishers and fixed fire suppression systems located in 46 buildings, encompassing multiple extinguisher classifications including ABC, dry chemical, carbon dioxide, wet chemical, and specialty units. The selected vendor must comply with National Fire Protection Association (NFPA) standards 10, 17, 17A, and 96, as well as OSHA regulations and manufacturer specifications. Key deliverables include monthly inspection tags, annual maintenance services with hydrostatic testing, six-year maintenance for applicable extinguishers, tamper-indicating seals, service verification collars, semi-annual inspections and maintenance of hood suppression systems, kitchen hood inspections for grease accumulation, proper disposal of non-viable extinguishers, and provision of temporary loaner extinguishers to ensure continuous fire protection coverage. Eligible bidders must hold current Maine licenses and Certified Fire Extinguisher Technician Certification in accordance with NFPA and Maine state laws, and must provide documentation of financial viability, insurance coverage, organizational qualifications, five-year litigation history, and three relevant project examples. The evaluation will employ a mathematical formula where cost proposals receive 25 points for the lowest bid with proportionally reduced scoring for higher bids. A mandatory bidders' conference is scheduled for May 27, 2026, at 09:00 a.m. at Camp Keyes in Augusta; written questions must be submitted by June 12, 2026, by 4:00 p.m., and proposals are due June 24, 2026, by 4:00 p.m. via the Vendor Self Service System.
The RFP indicates no specific set-asides or restrictions limiting eligible respondents to particular business classifications or disadvantaged enterprise designations. No incumbent vendor or current contractor is identified in the procurement documents. The initial contract period runs from October 1, 2026, through September 30, 2027, with four optional renewal periods extending through September 30, 2031, and the Department anticipates making one award. Cost proposals must be submitted as a fixed amount covering the initial term and all four renewal periods combined, with payment terms of net 30 upon receipt of an accurate and acceptable invoice with required supporting documentation. The specific contract value or budget range is not disclosed in the available procurement materials.
