About this file

This is a vendor question-and-answer document related to the Maine Department of Defense, Veterans & Emergency Management's Request for Proposals for statewide fire extinguisher and suppression system services across Maine Army National Guard (MEARNG) facilities. The RFP covers approximately 785 portable fire extinguishers and fixed suppression systems located in 46 buildings, with services including monthly inspections, annual maintenance, hydrostatic testing, six-year maintenance cycles, and semi-annual hood suppression system inspections in compliance with NFPA standards 10, 17, 17A, and 96. The mandatory bidders' conference is scheduled for May 27, 2026, at 09:00 a.m. at Camp Keyes in Augusta, with written questions due by June 12, 2026, at 4:00 p.m., and proposals due June 24, 2026, at 4:00 p.m. via the Vendor Self Service System. The initial contract period runs from October 1, 2026, through September 30, 2027, with four optional renewal periods extending through September 30, 2031. Qualified bidders must hold current Maine licenses and Certified Fire Extinguisher Technician Certification and provide documentation of financial viability, insurance coverage, and relevant project examples.

The vendor questions clarify that replacement fire extinguishers, suppression system parts, fusible links, hydrostatic testing, and recharge services must be billed separately and should not include the contract number on invoices. When portable fire extinguishers are removed due to non-compliance, condemnation, or failed hydrostatic testing, a loaner unit must be provided until the original is returned or replaced, with replacement equipment billed separately. All scheduling for service visits must be coordinated through designated program administrators (Kenneth Merrifield or Mark Turmelle) prior to any facility visit to ensure personnel availability. The evaluation methodology employs a mathematical formula where cost proposals receive 25 points for the lowest bid with proportionally reduced scoring for higher bids, and the Department anticipates making one award with payment terms of net 30 upon receipt of accurate invoices with required supporting documentation.

Question Answer

Are replacement fire extinguishers, suppression system parts, fusible links, hydrostatic testing, and recharge services to be billed separately as needed, or are they expected to be included in the annual inspection pricing?Yes that is to be billed separately and those invoices should NOT have the contract number on the invoice.
If extinguishers are found to be non-compliant, condemned, or fail hydrostatic testing, should replacement equipment be quoted and approved separately by the Department prior to replacement? If any portable fire extinguisher is removed due to non-compliance, condemned, There must be either a loaner put in its place till the other one is returned. If the original one is deemed no good then there must be a new one installed and that one will be billed separately.
Are there additional buildings that are not listed on the original document ? If so, please provide counts and locations. All of the buildings and equipment listed in the attachment titled, Fire Extinguisher Facility List.
Please clarify the scheduling process. Should service visits be coordinated through the Program Administrator, directly with each facility, or both?Scheduling, Prior to any visit at any of the locations, the scheduling must go through either Kenneth Merrifield or Mark Turmelle. This allows us to call and ensure we will have personnel at that location to allow your team in to conduct the service.
