About this opportunity

The City of Milpitas is requesting proposals from multiple qualified vendors to deliver approximately 21,472 meals per year to the Barbara Lee Senior Center for the City and County of Santa Clara's Senior Nutrition Program, with proposals due November 10, 2026. The scope entails preparation and delivery of 88 meals per day across 244 service days, with all labor, supervision, equipment, materials, transportation, and facilities provided by the contractor.

Minimum qualifications are stringent: vendors must hold a current health permit from the applicable local environmental health agency for each food preparation facility, current food facility inspection status documentation (including inspection placard for Santa Clara County Department of Environmental Health-regulated facilities), the most recent environmental health inspection report, a current fire permit, and a current license to operate a commercial kitchen. If the vendor uses a rented, shared, commissary, or third-party commercial kitchen, authorization documentation demonstrating permission to operate from the permitted facility is required.

Meal offerings must reflect cultural diversity, with approximately 60% of meals representing cuisines from multiple cultures including Vietnamese, Korean, Mexican/Latin, and Indian. Standard offerings should include hot non-ethnic meals, cold sandwiches and salads, and dietary-specific options such as vegetarian, vegan, gluten-free, and low-sugar diabetic meals.

Pricing must be firm fixed rates per meal type for the initial three-year term. Annual price increases are capped at 3% over the prior year. Should the City exercise an optional three-year extension, contractors may request price increases subject to an applicable industry index, not to exceed 3% annually.

Proposers must complete all required certification forms including non-collusion declaration, insurance coverage statement, worker's compensation certification, nondiscriminatory employment certificate, wage theft certification, and references for similar work within the last three years. The City may reject proposals containing general exceptions or reservations of rights.
