About this opportunity
The City of Newark, New Jersey is seeking a vendor to provide Meals Delivered Services for Prisoners through Invitation to Bid #2024-49, with electronic bids being accepted until 10:15 am on September 26, 2024, via the City's e-Procurement Portal. The contract requires a vendor to prepare, furnish, and deliver three daily meals (breakfast, lunch, and dinner) seven days per week to the prisoner cellblock at 31 Green Street. Specific meal requirements include detailed nutritional specifications, such as breakfast with 2 eggs, 1 hard roll, butter, fruit juice, and milk/coffee; lunch with a sandwich containing a minimum 3 oz. protein; and dinner with 4 oz. meat, vegetables, milk, bread, and dessert. Meal delivery times are strictly defined: breakfast between 5:30-6:00 am, lunch between 11:30 am-12:00 noon, and dinner between 5:00-5:45 pm. Vendors must adhere to strict food preparation standards, including no pork products, no added salt or MSG, compliance with State Sanitary Code guidelines, and delivery in individual oven-able cardboard food trays.
The procurement opportunity appears to be open to all qualified vendors, with mandatory submission of comprehensive compliance documents including the Mandatory Equal Employment Opportunity Language, Americans with Disabilities Act Attachment, Statement of Ownership Disclosure, and Disclosure of Investment Activities in Iran. Vendors must complete a Bidder Qualification Questionnaire and provide detailed information about their business organization, ownership, and compliance with various municipal ordinances. While specific set-aside designations are not explicitly mentioned, the bid documents suggest a rigorous vetting process focused on transparency and ethical business practices. Although a specific budget range is not provided, the contract is structured for two years with pricing based on unit costs for each meal type. The City reserves significant contractual rights, including the ability to reject bids, cancel orders without penalty up to 7 am on delivery day, and procure replacement meals at the vendor's expense if delivery standards are not met. Potential vendors should carefully review all submission requirements and be prepared to demonstrate full compliance with the extensive documentation and meal service specifications.
