About this opportunity
The City of Newark, New Jersey is seeking a vendor to provide Meals Delivered Services for prisoners through Invitation to Bid #2024-24, which will be received electronically via the city's e-Procurement Portal until 10:15 am on Thursday, July 18, 2024. The two-year contract requires the successful bidder to prepare, furnish, and deliver three daily meals (breakfast, lunch, and dinner) to prisoners at the detention facility located at 31 Green Street. Meal specifications are precise, with breakfast consisting of 2 eggs, 1 hard roll, butter, fruit juice, milk/coffee; lunch requiring a sandwich with minimum 3 oz protein and sides; and dinner featuring 4 oz of meat, vegetables, milk, bread, and dessert. Delivery times are strictly defined: breakfast between 5:30-6:00 am, lunch between 11:30 am-12:00 noon, and dinner between 5:00-5:45 pm. Vendors must maintain strict food temperature controls, comply with sanitation standards, and ensure no pork products are used, with meals to be delivered in individual oven-able cardboard trays.
The procurement opportunity is open to vendors who can demonstrate compliance with various municipal and state requirements, including mandatory equal employment opportunity language, Americans with Disabilities Act compliance, and disclosure of investment activities. Bidders must submit comprehensive documentation, including a Statement of Ownership Disclosure, Bidder Qualification Questionnaire, and Political Contribution Disclosure Form. While specific budget ranges are not explicitly stated, the contract requires detailed pricing proposals for each contract year. The City reserves the right to reject any or all bids and adjust contract quantities as needed. Potential bidders must be prepared to meet stringent regulatory requirements, including non-discrimination policies and ongoing documentation maintenance. No specific set-aside designations or incumbent vendor information is provided in the available documentation, but the bid process emphasizes thorough compliance and comprehensive vendor qualifications as key evaluation criteria.
